| IPPC 2008: a huge success With close to 300 registred participants from 43 countries and 81 presentations from all the continents IPPC was very succesfull. But not only the amount of papers was huge, also the quality of these papers was impressive. With each IPPC the amount of participants and papers have grown. With these results in mind we are sure that IPPC 2010 (to be hosted by the South Korean goverment) will be an event you have to attend! (a more detailed report). Best full paper award
The paper "A Simple Model of Framework Agreements: Competition and Efficiency” by Gian Luigi Albano and Marco Sparro of Consip, Italy was awarded as the best full (scientific) paper. Here is a much-longed for and too rarely applied mix of practical experience and theory, in an effort to prove a well known perception of a long discussed and recently emphasized following the new EC Directives on public procurement and the rules on framework agreement and central purchasing units.It adressess a very relevant phenomenon (framework agreements) in an interesting way. Albano and Sparro make clear the nature of the trade off between savings (‘low prices’) and efficiency (will the total demand of the involved government organizations actually be met). With that, central purchasing bodies can decide about their priorities: savings or efficiency.
Best short paper award
The paper "Eliminating barriers for MSE's in the public procurement marketplace of Chile by David Escobar of the Public Procurement Bureau of Chile was awarded as the best short (practical paper). The paper is very easy to read, well structured and 'short' in pages. The subject eliminating barriers for MSEs (micro and small enterprises) in public procurement is a hot and modern procurement topic. MSEs are a fundamental element in many countries. The way the barriers are eliminated in Chile is also internationally interesting, especially for other countries with similar goals and barriers concerning MSEs. Also because th e solution chosen in Chile is transparant, efficient and not discriminatory and means equal participation (wide access). The MSEs have to achieve their development and competitiveness by themselves. The research on which the paper is based is well done. This paper was sponsored by Yacht.

August 28-30, 2008: Amsterdam, the Netherlands
The third International Public Procurement Conference (IPPC 2008) will be located in Amsterdam, one of the most colourful cities in the world. The opening session will be held in the beautiful auditorium of the University of Amsterdam; parallel sessions will take place in Felix Meritis, a splendid 18th-century building in the heart of Amsterdam, alongside the canals. A wide range of interesting topics, all related to Public Procurement, will be presented and discussed. Reason enough to note August, 28-30, 2008 and keep yourself informed by regularly visiting this website.
NEVI and NEVI Public (Dutch Association for Purchasing Management and her chapter for Public Procurement), PIANOo (Dutch Network for Public Procurement), the Dutch Department of Transport and Water Management, the University of Twente and the University of Amsterdam have joined forces to organise the next International Public Procurement Conference with which the foundation of the organisation of IPPC 2008 has been established.

The challenge for public procurement in the coming years is professionalization. This does not include only to comply to the rules; that is just the framework. Where it is about is to extend the amount of methods and the optimal use of these methods. That demands for knowledge. Luckily, we do not have to develop this knowledge over and over again, but we can take it over from each other. That is sharing knowledge and that was what IPPC 2008 was all about.
